Exhibition Shipping and Customs: ATA Carnet and Freight Guide

Exhibition shipping and customs planning starts with the goods, their customs status and the complete route. Separate equipment returning after the fair from samples that will be consumed or distributed. Then agree the declaration procedure, documents, delivery slot and return evidence with your freight partner before dispatching the stand.

Exhibition shipping and customs: identify the movement first

A journey within Europe is not automatically a movement within the EU customs territory. A stand travelling from Spain to Germany and equipment arriving from Great Britain need different checks. The status of the goods matters as well as the addresses: goods already in free circulation and goods held under a customs procedure should not be treated as interchangeable.

The European Commission explains EU import procedures, including release for free circulation and temporary admission. Ask your customs representative which procedure fits each shipment. Do not choose one solely because the exhibition lasts only a few days.

Write a route sheet covering the point of origin, destination, transit countries, customs offices where relevant and return destination. Identify the owner, exporter, importer or procedure holder as appropriate, and the person authorised to present the goods. A venue delivery address does not answer these questions.

When an ATA carnet may be suitable

An ATA carnet can simplify temporary movements of eligible exhibition goods between participating territories. HMRC’s June 2026 ATA carnet handbook identifies exhibition goods, professional equipment and commercial samples as typical uses. Carnet validity can extend up to a year, subject to the applicable conditions; that is not permission to ignore a shorter customs deadline.

Before applying, confirm that the goods, intended use and every relevant destination are covered. Check who will carry or present the documentation, how the goods will be identified, and what happens if only part of the shipment returns. Keep the carnet list aligned with the packing inventory rather than describing an entire shipment simply as “exhibition materials”.

Paper and digital arrangements need a current check with the issuing organisation. For Spanish-issued carnets, the Cámara de España guide dated 8 May 2026 instructs holders to travel with both paper and digital versions. Confirm the format and validation arrangements for your particular route before departure.

Separate returning equipment from consumables

Use separate inventory lines for display equipment, reusable stand components, merchandise for sale, tasting products and giveaways. Record what will return, remain abroad or be used up. The correct treatment of a display screen does not determine the treatment of the food served beside it.

HMRC’s international events guidance, updated in September 2026, distinguishes temporary admission, carnets and other reliefs. It excludes consumables and goods intended for sale from the carnet route described there. Other reliefs may have their own eligibility conditions. Ask the representative to document the chosen treatment instead of assuming that every giveaway must either use a carnet or always pay the same charges.

If an exhibit is sold, lost, damaged or retained after the fair, contact the responsible representative promptly. Agree how to regularise or close its procedure. Do not wait for the carnet’s printed expiry date to investigate a changed movement.

Prepare a shipment file the carrier can use

RecordWhat to include
Goods inventoryDescription, quantities, identification numbers where available, values and intended disposition.
Packing listNumbered cases, contents by case, dimensions and weights checked against the actual load.
Commercial and customs documentsInvoices or other required value documents, declarations or carnet details, and any additional permissions confirmed for the goods.
Delivery instructionsEvent, hall, stand number, access booking, receiving contact and opening hours for delivery.
Return planCollection booking, repacking responsibilities, destination and person collecting discharge evidence.

Send the draft file for review before the vehicle is loaded. Resolve inconsistent values, missing serial numbers and changes to the packing list while someone can still inspect the goods. Keep a controlled final version available to the driver, representative and stand project manager.

Plan four dates, not one delivery deadline

Track the document approval date, the freight arrival date, the authorised hall delivery slot and the return collection date separately. Arrival at a depot or border is different from delivery to the stand. A carrier’s transit estimate may exclude customs handling, weekend working and the organiser’s access restrictions.

Ask the organiser or appointed logistics provider about vehicle booking, unloading, lifting equipment and storage of empty cases. Confirm who can perform each activity. Do not assume your general carrier can enter the hall, provide a forklift or collect packaging during show hours.

Build the installation sequence around what arrives first. If an exhibit must be positioned before the surrounding walls are closed, show this dependency on the delivery plan. The exhibition booth assembly guide helps connect deliveries with installation and handover tasks.

Compare complete freight quotations

Request a written scope covering collection, export and import handling where applicable, main transport, final delivery, unloading, empty-case storage and the return journey. Identify which charges are estimates and who pays for waiting time, extra handling or a changed collection slot.

Compare insurance cover, declared values, exclusions and the claims process. A transport price is not evidence that the full replacement value is insured. Also check whether deposits or guarantees are required for the selected customs arrangement and who is responsible for their release.

For a multi-event programme, compare repeated international shipments with local rental or storage using actual quotations. Include inspection, refurbishment, handling and the eventual return or disposal route. There is no universal number of exhibitions after which one option becomes cheaper.

Close the return as carefully as the outward journey

Before dismantling, reconcile the goods against the inventory and record changes. Photograph packed cases where useful, identify missing items and hand the collection team the current instructions. Keep the documents and evidence needed to show that the relevant customs procedure has been completed.

Give one named person responsibility for checking the final file with the carrier or representative. A vehicle leaving the venue does not by itself prove that all customs obligations have been discharged.

Frequently asked questions

Does every exhibition shipment need an ATA carnet?

No. The route, customs status, goods and intended use determine the available procedures. Ask the customs representative to compare eligible options before applying.

How far ahead should we ship a stand?

Work backwards from the authorised hall delivery slot using the carrier’s route-specific schedule, document requirements and contingency allowance. A single road, air or sea deadline cannot cover every exhibition.

Can one file cover equipment and tasting samples?

They can be coordinated in one project file, but the inventory and customs treatment must distinguish returning equipment from products consumed, distributed or sold. Have the representative confirm the treatment of each category.

Coordinate the stand and freight brief

Send Adam Expo Stand your event, stand plan and equipment list to discuss installation dependencies, receiving arrangements and the information needed from your freight partner. Include your return destination and any goods that will stay abroad so the project scope reflects the complete movement.
